The district uses a combination of Ordinances, Policies & Procedures and Bylaws to operate. The Ordinances were established in 1977 with the help of an attorney at a time when all of the elements of Policy, Procedure and Bylaw were adopted as Ordinances.
The district's first set of Bylaws was adopted on January 12, 2016. The project to seperate these elements: Bylaws, P&P and Ordinances is ongoing.
